This psalm expresses the security of those who trust fully in GOD it assures us that GOD will be our refuge and that we may seek HIS protection in times of Spiritual and physical danger.

SPIRIT of GOD came upon him…
The SPIRIT coming upon Balaam here is not synonymous with the filling with the Spirit recorded in Acts. The SPIRIT came upon him for the purpose of revelation, not for endorsement as a prophet. GOD does occasionally use individuals who are not in the right relationship with HIM to accomplish HIS purpose.

Baptism doth saves us.
Water baptism saves us in the sense that it is an obedient expression of our repentance, our faith in CHRIST and our commitment to come out of the world. It is our confession and pledge that we belong to CHRIST and have died and risen with Him.
Note the comparison with the flood just as Noah’s obedience to GOD’s instructions regarding the flood was a testimony to his faith that preceded the flood, similarly going through the waters of baptism testifies our faith of salvation through CHRIST before we were baptized.
