Romans 4: 6 — 8 quotes verses 1 — 2 to show that GOD treats sincerely repentant sinners as righteous, not because righteousness is something they earn through works but rather receive as a gift when they confess their sins and believe in the LORD.

A lying spirit.
The lying spirit can be understood as one of Satan’s agents, an evil spirit sent by GOD to condemn Ahab and the false prophets in their sin. Their hearts were hardened against the truth to such an extent that GOD finally gave them over to a lie as the due penalty for their sin. The same kind of judging will take place in the last days of this age when GOD sends a strong delusion, to all who received not the love of the truth …but had pleasure in unrighteousness. The deception will come from the working of Satan, that they all might be damned who believed not the truth.
